Dubois County raises H.E.L.P. home rehab allotment to $20,000; bidders read for owner-occupied projects

Commissioner Chad A. Blessinger opened a public hearing on the Hoosier Enduring Legacy Program (H.E.L.P.) Owner-Occupied Rehabilitation program. Jenny Matheis of Indiana 15 Regional Planning presented a proposed increase in the per-home grant allotment from $15,000 to $20,000 and said the City of Jasper supports the change. The public hearing produced no public comment and was closed.
After the hearing the board determined a need exists and voted to increase the total allotment per home from $15,000 to $20,000. The motion was duly seconded and carried.
At 9:00 a.m. the board opened bids for Owner-Occupied Rehabilitation projects. Examples read aloud in the record include Huntingburg Mechanical (electrical and HVAC bids ranging from $10,650 to $17,500 for several addresses) and T&T Roofing (roofing bids of $8,530 and $12,745). The bids were taken under advisement and will be awarded at the commissioners’ next meeting on July 21, 2025. Meeting notes state the H.E.L.P. program has approximately $500,000 remaining for projects.
Board members and staff discussed ways to attract more contractors to bid on projects; no additional incentives were recorded in the minutes. The increase in per-home allotment takes effect immediately for grant awards overseen through the program’s administrative process.
