Dubois County Solid Waste board approves claims, reviews grants and equipment purchases

The Dubois County Solid Waste Management District Board of Directors met May 19, 2025 (the minutes text also references March 17, 2025) and unanimously approved claims submitted for April and May.
Carla Striegel-Winner, the district director, told the board she will have a draft of the 2026 budget ready by June 10 for review before the June 16 board meeting. The board decided not to pursue investments at this time, after Striegel-Winner said there were not sufficient extra funds to tie up.
The board considered routine business items and accepted the claims as presented on a motion by Board Member Serice Stenftenagel, seconded by Board Member Vince Helming; the vote was recorded as unanimous among those present. Earlier, Chad A. Blessinger moved to approve minutes of the prior meeting and Stenftenagel seconded; that motion also passed unanimously.
Striegel-Winner reported operational updates and recent purchases, saying the district acquired a 2022 Ford E350 and a 2017 Dodge Ram Tradesman for its fleet. Sanitation District employee Micaela Spayd had no additional report.
On grants, Striegel-Winner briefed the board on several Indiana Department of Environmental Management (IDEM) programs: the 2025 Waste Tire Grant has state signatures and is awaiting an execution notice; the IDEM Recycling Market and Development Program (RMDP) may be pursued by the county highway department; the IDEM Community Recycling Grant Program (CRGP) has been executed and Striegel-Winner will begin work on it; and the IDEM SWIFR grant is not being canceled, and she plans to apply but said federal funding availability must be confirmed before any awarded funds are spent.
Carla also noted two property-maintenance matters: one property will be presented to the County Commissioners in June for further action, while the Health Department is handling a separate property issue. Staff recapped recent outreach and collection activities, including library Earth Month programming, an Earth Day Fair with about 150 attendees, preschool programs, a medication-collection day that yielded 392 pounds, and household hazardous waste training attendance.
The board was given invitations for an invitation-only guided VIP tour of the Patoka Lake Water Plant scheduled for June 17. Upcoming public events listed by staff include a Hike and Learn at the Jasper Farmers Market on June 7 and recycling activities at the July 4-H Fair. The next regular board meeting is scheduled for June 16, 2025, at 7:30 a.m. in the Annex Conference Room. The meeting adjourned at 8:20 a.m.
