Dubois County commissioners adopt election-district ordinance, approve appointments and budget requests

The Dubois County Commissioners voted unanimously on June 2 to adopt Ordinance 2025-04, re-establishing four County Council election districts based on 2020 census data and state statutes. Clerk Amy Kippenbrock and County Attorney Gregory S. Schnarr presented the ordinance before the board voted to approve it as presented.
The ordinance, adopted under I.C. §36-2-3-4 and related provisions cited in the presentation, divides the county into four contiguous districts and takes effect upon adoption. County Attorney Schnarr and Clerk Kippenbrock presented the legal framework during the discussion.

Morton presented and the board declared an ambulance defibrillator battery and a 1998 Ford Econoline E450 Super Training Ambulance as surplus.
On budget items, Ride Solutions Director Becky Guthrie requested $15,000 for the 2026 budget to support transit trips (more than 30,000 trips provided in 2024); the Commissioners approved the request pending County Council approval. The board also authorized signing a County Comprehensive Plan contract with AmericanStructurePoint after final legal review.
In Trash Court, Solid Waste Management District Director Carla Striegel-Winner presented Ordinance 2019-01 violation Case 2023-0720-P involving Kurt N. and Cynthia A. Kippenbrock and recommended fines and remediation steps; Lance and Cynthia Kippenbrock said they are cleaning the property. The Commissioners voted to defer final judgment to the June 16, 2025 meeting to give the board time to review the case and the property maintenance ordinance.
