Commissioner Hervey P. Hann read a letter at the Nov. 18 meeting stating the board planned to hire two per‑diem employees to provide as‑needed support across county departments and asserting that some qualified candidates had not been hired because of who they are. The board approved the hires—Stephanie Seibert and Nya Minnier—with the motion carried and Commissioner Randy H. Bunch recorded as abstaining due to a conflict of interest.
"We are moving to hire two Per Diem employees which will allow us to have help when needed instead of hiring individuals to be employed everyday, even when they are not needed. ... We believe that someone is not hired because of who they are," Commissioner Hann read from his letter. The minutes record the hiring as contingent on required clearances.
Separately, the board approved the full‑time hire of Joanie Faith as Office Deputy I in the Prothonotary's Office, effective Dec. 1, 2025. Commissioners held a brief Salary Board meeting to set hourly wages for the new hires; separate Salary Board minutes are on file.
Veteran Affairs Director Richard Newman briefly told the board about a state change to the Real Estate Tax Exemption for veterans. Commissioners asked Chief Clerk Stacey M. Shives to add that change to the Nov. 25, 2025 agenda and to approve additional hours for Newman; the minutes do not specify how many additional hours would be authorized.
The meeting record notes that a Retirement Board session occurred earlier with Jon Cramer of Raymond James to review a potential COLA for retirees; no formal action on COLA is recorded in the public minutes.
