Fulton County commissioners approve $281,922 in payables, personnel moves and $160,000 opioid recovery expansion

Fulton County Board of Commissioners Chairman Randy H. Bunch called the Dec. 16, 2025, meeting to order, and the board approved routine business including the Dec. 9 meeting minutes and payables totaling $281,921.91.
The payables motion, moved by Commissioner Hervey P. Hann, listed fund allocations: General Fund (Fund 100) $214,588.09; SFC Technology Grant (Fund 227) $330.26; SFC Evidence Based Practice (Fund 231) $142.50; 911 (Fund 238) $20,705.31; Domestic Relations (Fund 256) $50.54; and Opioid Settlement Funds (Fund 276) $46,105.21.
During a department update, Domestic Relations Director Tina Gress met with the commissioners. Commissioner Hann moved to dismiss a Domestic Relations employee effective Dec. 8, 2025, and to advertise an "Enforcement Officer 1" position both internally and externally; both motions passed unanimously.
The board approved a series of administrative items. Commissioner Steven L. Wible moved to retroactively approve a renewal order for Momentive Software, Inc. for the Fiscal Department at an annual cost of $1,660.48. Commissioner Randy H. Bunch moved to approve a Sheriff's Department request that an inmate at the Bedford County Correctional Facility receive physician services; that motion also carried.
In appointments, Commissioner Bunch moved to appoint Thomas Peppernick to the Fulton County Industrial Development Authority Board of Directors for a four-year term expiring Dec. 31, 2027. Commissioner Hann moved to reappoint Margie McGuire (Contractor), Paula Shives (Member-at-Large), Thomas Morton (Elected Official) and Daniel Schriever (Member-at-Large) to two-year terms on the Fulton County Agricultural Land Preservation Board through Dec. 31, 2027. Both motions passed.
The board approved the 2026 Commissioners' meeting dates for public advertisement in the Fulton County Newspaper.
On opioid-settlement spending, Executive Development Director Julie Dovey proposed a plan to use $160,000 of Opioid Settlement Funds to "Expand Certified Recovery Specialist Services by adding another CRS to Fulton County Family Partnership Team." Commissioner Hann moved to approve the plan; the motion carried unanimously.
The board convened two short executive sessions for personnel matters during the meeting and recorded entry and exit times in the minutes. A DCED financial monitoring interview scheduled for 11:30 a.m. was canceled by DCED and will instead involve SEDA-Council of Governments and the Chief Clerk.
Commissioner Bunch moved to adjourn at 11:45 a.m.; the motion carried. The minutes were signed by the commissioners and Chief Clerk Stacey M. Shives.
