Fulton County commissioners adopt 2026 bylaws, confirm reappointments and committee assignments

Fulton County commissioners unanimously adopted the board’s 2026 bylaws and approved a slate of reappointments and committee assignments during their annual reorganizational meeting on Jan. 6, 2026, at the commissioners’ office.
The move to adopt the bylaws was made by Commissioner Randy H. Bunch under provisions cited from the Act of August 9, 1955 (16 Purdon, Sections 503 and 509 as amended). The board also confirmed reappointments to regional and local bodies, including the Bedford Fulton Joint Recreation Authority reappointments of Eric Weisbrod (term to Jan. 1, 2029), Paul Johnston (term to Jan. 6, 2030) and Greg Henry (term to Jan. 5, 2031). Commissioner Steven L. Wible made the motion on the BFJRA reappointments.
The commissioners approved reappointments for county officers for 2026, as moved by Commissioner Hervey P. Hann. That slate included Solicitor Jim Stein (DSS Law); Chief Clerk Stacey M. Shives; Tax Claim Bureau Director Amy Bishop; Chief Assessor Melissa Gordon; the Sealer of Weights & Measures (Pennsylvania Department of Agriculture); Director of Veterans’ Affairs Richard Newman; and county engineers Keller Engineers and CES Engineering. Separately, the commission reappointed Amy Bishop as Interim County Treasurer for 2026 (motion by Commissioner Wible).
Commissioner Bunch presented and the board approved a set of committee and board assignments that designate commissioner representation across local and regional bodies for the year, including the Permanent Salary Board, County Treasurer Retirement Board, Assessment Appeals Board, Southern Alleghenies Planning & Development Commission (SAPDC) committees, Emergency Management Agency local emergency planning, Fulton County Industrial Development Authority, Franklin/Fulton mental health boards, and several grant and transportation committees. The transcript notes that the assignments are intended to stagger terms and ensure county representation at regional partnerships.
The board also appointed Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026 and held separate Annual Reorganizational Meetings for the Salary and Retirement Boards at 9:00 a.m.; separate minutes were recorded as on file.
