Fulton County commissioners approve $334,397 in bills, authorize MATP allocations and hire law firm to review prothonotary office

The Fulton County Board of Commissioners on Feb. 3 approved payroll, paid routine bills, authorized two large transportation allocations and approved an engagement letter to review the county Prothonotary's Office.
Commissioners voted to approve payroll dated Feb. 6, 2026, in the amount of $129,990.81 and to pay accounts payable dated Feb. 3, 2026, totaling $334,397.62. The clerk’s ledger included a fund-level breakdown showing $96,661.78 to the General Fund and $44,792.44 to the 911 fund. Commissioner Hervey P. Hann moved to approve the accounts payable and the motion passed with all commissioners voting in favor.
The board also authorized Commissioner Steven L. Wible to execute Medical Assistance Transportation Program (MATP) allocation letters for two fiscal years: $464,875.00 for FY 2024–2025 and $491,875.00 for FY 2025–2026. Commissioner Hann made the motion to authorize the letters; the authorization was approved by the board.
Separately, commissioners approved an engagement letter from KB&S (Kulla, Barkdoll & Stewart, P.C.) "to provide professional legal and consulting services related to a review of the Fulton County Prothonotary's Office." Commissioner Hervey P. Hann moved to approve the engagement letter and the motion passed unanimously.
Other routine items approved included the January 27, 2026 Commissioners' minutes and Salary Board minutes; the January 2026 Retirement Fund Report presented by HR Administrator Mary Huston; travel requests for Services for Children Director Christine McQuade and Fiscal Technician Stephanie Mellott to attend the PA Children and Youth Administrators Conference in State College, March 11–13, 2026; a laptop quote from Rick Grissinger of Elect IT to support Jury Coordinator duties in Franklin County; and an invoice from Franklin County Fiscal for Fulton County court costs for the fourth quarter of 2025 in the amount of $38,819.27.
The meeting included two executive sessions: an 8:30–9:20 a.m. session for legal matters followed by a tax appeal hearing at 9:20 a.m. (the transcript notes Commissioner Wible abstained from that hearing due to a conflict of interest and separate minutes are on file), and a 10:35–10:53 a.m. session for personnel matters. Commissioners appointed Commissioner Wible to perform duties for committees assigned to another commissioner during that commissioner’s medical leave; that appointment will be effective when the medical leave begins.
The board recessed at 10:58 a.m. for a Criminal Justice Advisory Board meeting, reconvened at 1:18 p.m., held additional executive-session personnel discussions and interviews for the Prothonotary's Office with the commissioners, HR Administrator and Chief Clerk, and adjourned at 3:05 p.m.
No formal disputes or contested votes were recorded in the meeting minutes beyond the noted abstention from the tax appeal hearing; several routine procedural motions were recorded as passing "all in favor."
