Foster County water board reviews finances, approves bills and pauses township letters over stream-crossing discrepancy

At its Feb. 11 meeting in Carrington, the Foster County Water Resource Board reviewed its financial standing, approved routine bills, and held off sending stream-crossing letters to townships while awaiting state verification of a discrepancy.
Secretary/Treasurer Dianne Straley reported a general fund cash balance of $130,324.89 as of Jan. 31, 2026, held at Bremer Bank. The board noted Special Assessment collections of $10,004.19 for December and $5,531.12 for January; Straley said she will request those funds from the county to hold for the July Bank of ND loan payment.
The board approved presented bills, including Rinke Noonan invoices totaling $930.00 (covering general services, an obstruction-to-drain matter related to Jerry Becker, and DWR administrative rule changes), an Apex Engineering invoice for $533.00 for meeting preparation and attendance, reimbursement of $67.62 to Doug Zink for printed photos, and 2026 membership dues of $700.00 to the North Dakota Water Resource District Association.
Engineer Jennifer Malloy informed the board she had found a discrepancy in a Stream Crossing determination letter from the North Dakota Water Resource Engineer concerning Estabrook Township. Malloy said she contacted the state to verify the findings, and the board put sending letters to townships on hold until the state responds.
Under a corrected Open Mic entry added to the Jan. 14 minutes and affirmed in this meeting, Jerry Becker said some spots on Scott’s Slough should be widened before spring; the minutes state Becker will be responsible for any federal or state permits required for the work and that the board asked him to take before-and-after photos. The board agreed to place the "Watercourse Cleaning Out and Repair Cost Share Policy" on the March agenda for review and consideration.
The meeting adjourned at 7:30 a.m.; the board will meet next on March 11, 2026.
