Cavalier County approves road‑heavy preliminary budget, levies 39 mills and OKs right‑of‑way contract

The Cavalier County Board of Commissioners voted Aug. 7 to adopt a preliminary Road & Bridge budget labeled “Option 2,” approving additional chip‑seal work and a transfer of funds from the Special County Highway Fund. The board also approved a 39‑mill levy for County General for the coming budget year.
Commissioner Greg Goodman moved to approve the Option 2 package and the 39‑mill levy; Stanley Dick seconded and the motion carried. Commissioners left the Water Board’s full levy request in the preliminary budget for later review.
Road Supervisor Terry Johnston, Road Foreman Sheldon Romfo and Jeff Daley of KLJ Engineering briefed commissioners on current projects. Daley presented an hourly contract to acquire right‑of‑way for bridge projects near Osnabrock and Hannah, estimating the work at $19,800 and noting that right‑of‑way acquisition is not covered by the ND Department of Transportation funding for those projects. Goodman moved to approve the right‑of‑way contract; Austin Lafrenz seconded and the motion carried.
The board also approved a culvert request from South Olga Township for an additional 48‑inch by 40‑foot culvert between Sections 12 and 13; commissioner Stanley Dick moved for approval and noted the Water Board had already approved the request.
Commissioners reviewed the July summary of road maintenance operator hours and discussed shop security, asking staff to obtain quotes from Computer Express and United Communications for inside and outside cameras.
Two small fiscal items tied to roads were approved during the meeting: a $1,584.00 transfer from the Road and Bridge Fund to the Road & Bridge Equipment Replacement Fund (motion: Austin Lafrenz; second: Greg Goodman) and multiple construction and equipment invoices that were part of the audit of claims.
What happens next: the Road & Bridge Option 2 budget remains preliminary and the board will revisit the Water Board levy request before final budget adoption. The right‑of‑way acquisition contract will proceed per KLJ’s hourly terms.
