Dillon County Council approves Arclin tax deal, OKs $2.2M bond; sets reconsideration for Project Zip land conveyance

Dillon County Council unanimously approved a fee‑in‑lieu‑of‑tax and special source revenue credit agreement with Arclin Surfaces LLC and authorized a not‑to‑exceed $2.2 million General Obligation Bond, Series 2025, during a special called meeting on Aug. 8, 2025. Councilman Stevie Grice presided.
The council approved Ordinance No. 25‑05 on third reading, authorizing the tax agreement and special source revenue credits for the company previously identified in county documents as Project Evergreen. Councilmember Robbie Coward moved for approval; Councilmember Detrice Dawkins seconded and the motion carried with all members voting in favor.
On the bond measure, Ordinance No. 25‑06, the council voted unanimously to authorize issuance and sale of a not‑to‑exceed $2,200,000 general obligation bond to fund county‑specified purposes. Councilmember Detrice Dawkins moved approval; Councilmember Dennis Townsend seconded and the measure passed unanimously.
Council also advanced Ordinance No. 25‑13 on first reading, a proposed amendment to the existing joint county industrial and business park agreement with Marlboro County to extend its term. Councilmember Robbie Coward moved for first reading and Dennis Townsend seconded; the motion passed unanimously.
Separately, the council agreed to reopen and reconsider third reading of Ordinance No. 25‑11, a land conveyance and incentive agreement tied to a project described as Project Zip, and set the reconsideration for Aug. 27, 2025 at 5:00 p.m. The motion to schedule reconsideration was made by Councilmember Robbie Coward and seconded by Dennis Townsend; the council approved the scheduling unanimously.
There were no public speakers during the hearings on Ordinances 25‑05 or 25‑06. Allan Rogers, a representative of Arclin Surfaces LLC, briefly thanked the council and the Dillon County community for their support.
In other business, council members recorded personal donations to several local groups and events: donations were made to The Sports Report, Main Street Methodist Men’s golf tournament, Dillon Middle School Band, a VFW golf tournament and Dillon Cheerleading (recipient Shamiya McCollum). Councilmember Robbie Coward moved to approve the Council Recreation Request to accept/distribute these donations; Councilmember Kenny Cook Jr. seconded and the motion passed unanimously.
The meeting concluded with a unanimous motion to adjourn. The council will reconvene Aug. 27 at 5:00 p.m. for the scheduled reconsideration of Ordinance No. 25‑11.
