Jasper County Council elects leadership, adopts schedule and routine resolutions

RIDGELAND, S.C. — At its Jan. 6 meeting Jasper County Council reorganized leadership and approved routine business, including the 2025 meeting schedule and several proclamations.
County Administrator Andrew Fulghum opened nominations for council leadership. Councilman Joseph Arzillo nominated John Kemp for chair; the Council approved the nomination unanimously. Councilman Chris VanGeison nominated Joey Rowell for vice chair; that nomination was also approved unanimously.
The Council approved the meeting agenda with the removal of Item 12. It adopted Resolution R-2025-01 relating to the business and licensure of peddlers and hawkers and Resolution R-2025-02 to enter a special services contract with the Lowcountry Council of Governments for grant administration; both passed unanimously. Resolution R-2025-03 related to Heather Rath Consulting was deferred.
Chairman Kemp presented or recognized proclamations honoring Margaret Bostick for 36 years of service as Clerk of Court and Arthur Benjamin for 25 years as Detention Center director; Senator Tim Scott’s office provided a U.S. flag flown over the U.S. Capitol for Benjamin’s retirement.
The Council approved the 2025 meeting schedule and several sets of minutes by unanimous votes and heard a routine administrator’s report with no action items. The Council adjourned after taking actions listed on the agenda.
