Jasper County tables Daly Organics PDD after residents raise traffic and quality-of-life concerns

RIDGELAND, S.C. — Jasper County Council on Jan. 6 heard extended public comment and ultimately tabled consideration of a Planned Development District application for the Daly Organics site in the Bellinger Hill area.
Planning staff presented the Daly Organics PDD for a roughly 223.70-acre tract on Bellinger Hill Road that would, if approved, set aside about 166 acres to remain Rural Preservation, designate roughly 36 acres as General Commercial and about 21 acres as Industrial, and allow a bagging facility to serve the existing composting and mulching operation. The Planning Commission recommended the PDD and advised limiting uses to those that support the existing farm operation.
Lisa Wagner told the Council that the engineering review estimated current traffic at 40 trips per day (about 30 trucks and 10 employee cars) and projected future conditions of about 40 trucks and 20 cars per day. She also noted the site is served by well and septic; electric service is provided by Palmetto Electric, while telecommunications and fiber are not currently available to the property.
Multiple residents spoke in opposition. Tillie Mae Harrington told the Council “they did not want this project.” Herman West, Leroy Bentley and other community members raised concerns about traffic impacts, the dirt-road access, and effects on nearby properties including a daycare. The developer’s representative, Ron Staton, said the project had been explained previously and that the Planning Commission had endorsed the proposal.
After public comment, Councilman Joey Rowell moved to table the PDD until Daly Organics meets with Bellinger Hill community representatives; Councilman L. Martin Sauls IV seconded. The motion passed unanimously.
A separate public hearing was held on a development agreement under the South Carolina Local Government Development Agreement Act for the same property; the hearing closed without a Council vote at this meeting.
The tabling preserves the status quo for the property while staff, the community and the applicant pursue further meetings; Council documents indicate a Master Plan and any subsequent development plans will require additional review and approvals.
