Jasper County Council authorizes $5.11M for Project Salmon, $75,000 for Project Veggie and short-term consulting contracts

RIDGELAND, S.C. — Jasper County Council on Jan. 6 unanimously authorized two economic development grants and a pair of short-term consulting contracts after returning from an executive session.
The Council voted to authorize County Administrator Andrew Fulghum to execute an Economic Development Closing Fund Grant in the amount of $5,110,000 from the South Carolina Department of Commerce for the project designated as Project Salmon. The motion passed unanimously, with Councilman Chris VanGeison seconding the motion and the full Council recording approval.
The Council also approved an Economic Development Set Aside Grant of $75,000 for S&P Produce Incorporated, referred to in the meeting as Project Veggie. That motion likewise passed by unanimous vote.
Coming out of executive session, the Council authorized two short-term consulting arrangements tied to operational transitions. The Council authorized a consulting contract with Arthur Benjamin to assist the Detention Center administrator during a transition period, not to exceed $5,260.80 per month for a period not to exceed 30 days. The Council separately authorized the Clerk of Court to contract with Margaret Bostick or another qualified person for consulting services to assist the Clerk of Court office, not to exceed $1,920.00 per month for up to 30 days. Both motions were approved unanimously.
Council members did not attach additional conditions during the public session, and Fulghum was authorized to sign any documents necessary to accept the grants and finalize the contracts. The votes followed the Council’s executive-session discussion of personnel and contract matters and a prospect update labeled Project Salmon.
