Screven County commissioners approve new solid-waste contract, set 2024 millage and tax levy

At its Aug. 13 meeting, the Screven County Board of Commissioners approved a solid-waste contract with Allgreen/Atlantic Waste, adopted the county millage rate and 2024 tax levy, appointed Wayne Lively to the Hospital Authority Board, approved a recreation fire-alarm upgrade and discussed but did not act on TSPLOST allocations.
The Board of Commissioners of Screven County on Aug. 13 approved several administrative actions, including a new solid-waste contract and the county's 2024 millage rate and tax levy, and heard an update on Hurricane Debby recovery efforts.
Commissioners voted to approve a contract with Allgreen/Atlantic Waste for county solid-waste services after Commissioner J.C. Warren moved for approval and Commissioner Rosa Romeo seconded. Commissioner Allison Willis raised concerns about the contract's language to "make sure all of the cans are being serviced" and said the transfer-station cost "is a burden to tax payers." The motion passed by majority vote: Warren, Romeo, Lovett, Thompson and Chairman Will Boyd voted in favor; Willis and Mike Dixon opposed.
The board also adopted the county millage rate and a separate resolution setting the 2024 tax levy. Commissioner Rosa Romeo moved both measures, with Commissioner Warren seconding. The vote on each was 6-1 in favor, with Commissioner Willis the sole dissenting vote.
In other business, the board unanimously approved the appointment of Wayne Lively to the Hospital Authority Board and unanimously authorized a $10,223.00 quote from Counts Communications to update the Recreation Department's fire-alarm system after a motion by Commissioner Ben Thompson and a second from Commissioner Willis.
The board discussed proposed allocations of TSPLOST funds for road-department equipment and materials but did not reach a decision and took no motion on that item.
Emergency management officials updated the board on damage from Hurricane Debby. Executive EMA Director Mikki Saxon and an EMA director identified in the minutes as Harvey Cryder and later as Junior Cryder provided the update and thanked county employees, departments, residents and businesses for their assistance. County Manager Lori Burke told the board of a follow-up meeting scheduled for Aug. 27 at 9:00 a.m.
The meeting convened at 6:00 p.m. at the Screven County Courthouse and was adjourned at 7:31 p.m.
