Polk County approves budget amendments, personnel policy change, records-scanning contract and other administrative items
Summary
At its March 4 meeting the board adopted FY2024 budget amendments, revised vacation/sick-leave anniversary rules, appointed Eddie Britt to the Board of Assessors, approved a $111,000 Floyd County inmate-services agreement, awarded a $40,098 DD214 scanning contract, and agreed to assist Cedartown with a March 18 referendum election.
The Polk County Board of Commissioners approved several administrative and finance items at its March 4 regular meeting.
Budget and personnel: Commissioners approved a resolution adopting Fiscal Year 2024 General Fund budget amendments. They also approved a personnel policy amendment allowing employees to receive additional annual leave hours on their anniversary date when reaching milestones instead of waiting until the start of the next year. Both measures passed unanimously.
Appointments and agreements: The Board of Assessors recommended Eddie Britt to fill the remaining term of Derinda Stephens; the commissioners appointed Britt by unanimous vote.
Intergovernmental and procurement actions: The board approved an annual agreement with Floyd County for inmate services for Public Works at $111,000 for the year (up from $103,700 the prior year; Floyd County attributed the increase to higher salaries). The agreement transfers title of the transport van to Floyd County for the duration of the agreement so Floyd County assumes transport liability; title will return if the agreement is terminated.
Records project and elections: Commissioners awarded a DD214 records scanning contract to A King Dailey LLC not to exceed $40,098. County will provide $20,500 from Capital Fund 340; the Clerk of Court will cover the remaining balance from Clerk's Authority funds. The board also approved an agreement to provide Polk County Board of Elections services to the City of Cedartown for a Referendum Special Election scheduled March 18, 2025.
Finance report and closing: County Manager Matt Denton reviewed the February 2025 finance report, noting revenues at 59.1%, expenses at 55.4%, and agency allocations at 68.5%. The meeting concluded after brief commissioner comments and an adjournment motion that passed unanimously.
