Georgetown-Quitman commission approves appointments, selects architect and moves to advertise opt-out of HB 581

At its Feb. 11 meeting the Georgetown-Quitman County Commission approved routine appointments and contracts, declared two garbage trucks surplus, selected an architect for a CDBG community center project and voted to advertise public hearings with the intent to opt out of HB 581 homestead exemption.
Carvel Lewis, chairman of the Georgetown-Quitman County Commission, presided over the Feb. 11 regular meeting where commissioners approved several routine appointments and administrative actions and voted to begin the public hearing process to opt out of the state’s HB 581 homestead exemption.
The board appointed R.W. Wingate & Company LLC as the county auditor for FY2025 and continued county attorney services with Jarrad-Davis, LLP after motions by Commissioner David Kinsey, both motions seconded by Commissioner Willie H. Bussey Jr. Voting records show the motions passed with votes recorded in favor by Bussey, Kinsey, Richard Baggett and Jerry Green.
Commissioners approved the previous month’s check register, bills for February 2025 and minutes from December and January. The board also approved routine reappointments, including Larry Rigsby to the Water & Sewer Authority and Michael Causey to the Planning and Zoning Board; approved a beer-and-wine application for 768 Georgetown, LLC; and approved letters authorizing the tax commissioner and sheriff to collect and disburse county funds.
On a recommendation from staff and the River Valley Regional Commission review panel, the commission selected 2WR as the architect for a Community Development Block Grant (CDBG) project to add on to the community center. The board also declared two county garbage trucks surplus (2007 Sterling AC TERRA VIN#2FACGDC87AX84356 and 2012 Kenworth T370 VIN#2NKHHN7XOCM316158) and approved the Family Connections FY2026 contract; motions on those items carried with votes recorded in the minutes.
After extended discussion of the pros and cons of HB 581 — the state homestead exemption change before the General Assembly — Commissioner Bussey moved, and Commissioner Kinsey seconded, to advertise public hearings with the intention to opt out. The motion carried with Bussey, Kinsey and Baggett voting yes and Commissioner Green voting no. Chairman Lewis scheduled a follow-up work session to continue the discussion.
