Illinois Commerce Commission approves rail-crossing safety projects, carrier settlements and FY2025 report

At its Oct. 2, 2025 transportation open meeting, the Illinois Commerce Commission approved orders covering three railroad grade-crossing safety projects, authorized funding assistance through the Grade Crossing Protection Fund, accepted three stipulated settlement agreements in motor-carrier enforcement cases, and approved the Fiscal Year 2025 Transportation Regulatory Fund Annual Report.
Mr. Scott, who led the meeting and introduced each item, asked for objections before each set of orders. For the minutes of the Sept. 4, 2025 transportation regular open meeting he said there were no edits; "hearing none," the minutes were approved by voice. Mr. Scott then introduced railroad items RR-1 through RR-3 as public-safety improvement projects at rail crossings that also include project time extensions and minor clarifications; no objections were raised and the orders were approved.
Turning to motor carrier matters, Mr. Scott introduced Items MC-1 through MC-3 as alleged violations under the Commercial Transportation Law that were resolved by stipulated settlement agreements. Mr. Scott again asked for objections; the transcript records none and the orders were approved. The meeting record does not include vote tallies or the names of movers or seconders for these orders.
On administrative business, Item AM-1 presented the Fiscal Year 2025 Transportation Regulatory Fund Annual Report. The commission approved the report and directed that copies be sent to the Governor's Office and to the General Assembly within 60 calendar days of Aug. 31, 2025.
