The Illinois Commerce Commission used its Dec. 18 Regular Open Meeting to approve a broad set of orders and to initiate several rulemakings.
Major noncontroversial actions included the adoption of updates to the Illinois Statewide Technical Reference Manual for Energy Efficiency (Version 14.0) and the Illinois Energy Efficiency Policy Manual (version 3.1), both effective Jan. 1, 2026. The Commission granted multiple certificates for EV charging station facilities and distributed generation installers and approved reconciliations and waivers across gas and water utility dockets.
The Commission approved a 3.50 percent interest rate for customer deposits during calendar year 2026, tied to the one-year U.S. Treasury yield, and reappointed Dan Cempel and Toby Rinehart to the Underground Utility Damage Prevention Advisor Committee (terms through Dec. 31, 2027). Several staff and program approvals were granted for the Illinois Adjustable Block and Illinois Solar for All programs.
On procedural and rulemaking matters, the Commission initiated a proposed rulemaking to adopt updated NARUC record-retention standards into a new Part 350 of the Illinois Administrative Code and authorized first-notice procedures to adapt those standards to Illinois practice, including sewer-specific retention provisions. The Commission also denied a rehearing request in Ameren’s 2025 gas rate case (docket 25-0084).
The meeting included resolutions honoring retirees Dianna Trost, Bill VanderLaan, Robert Koch and Barb Lankford; the Commission approved the resolutions and recognized the retirees at the close of the meeting.
Hearing no further business, Judge Teague Kinsley confirmed there were no additional matters and the Chairman adjourned the meeting.
