Chairman Lee Boone opened a public hearing on the application and said the Planning Commission had recommended approval with conditions limiting the use to a salon and grandfathering the building's existing setbacks. Applicant Thomas Yarbrough told the board his wife, "a master cosmetologist who currently owns a salon located in Carrollton, Ga.," plans to relocate the business to Heard County and renovate the 1,040-square-foot house into a salon and rent out four chairs to other stylists.
Commissioner Iris Harris moved to approve the rezoning with the stated condition; Commissioner James Perry seconded and the board voted unanimously to approve the measure. The approval was restricted to salon use only; no other commercial uses were allowed under the condition the board attached.
The decision follows the Planning Commission’s recommendation and no public opposition was recorded at the hearing. The board did not set a timeline for renovations or additional permitting, and Yarbrough did not provide specific opening dates. The board’s action applies only to the rezoning request as described; any future change of use would require additional review and approval.
The county clerk will reflect the rezoning in the official records and any subsequent permit applications will be processed by county planning staff.
