In January county staff reported an RBEG application to USDA for $200,000 to build a speculative industrial building in the Vienna industrial park; the Economic Development Council estimated the county would need to supply roughly $192,944 plus about $20,000 in rough grading if the grant is funded. In August the board confirmed the RBEG application had been approved and authorized execution of an agreement documenting land donation and project terms.
Solid Waste Director Wayne Lamb reported the county applied to the Georgia Environmental Facilities Authority (GEFA) for a 1996–97 Recycling & Waste Reduction Grant of $76,500 to buy a collection vehicle ($65,000), build a concrete pad at the landfill ($9,000) and purchase five public recycling dumpsters ($2,500). The board later authorized execution of required grant paperwork after the award was confirmed.
County staff and the Economic Development Council also developed a Community Development Block Grant (CDBG) proposal for a county economic development training center (and discussed a county recreation complex in earlier budgetings). The board agreed to provide in‑kind site work and annual maintenance commitments contingent on DCA approval.
E/D/C Director Linda Moore briefed the commissioners repeatedly during 1997 on these projects and recommended the board authorize agreements and adopt resolutions required for grant submittals and administration.
