Dooly County adopts ordinance establishing Planning Commission, advances zoning work

The Dooly County Board of Commissioners took concrete steps in early 1997 to build local land‑use capacity by creating a county Planning Commission and moving toward a Planning & Zoning ordinance.
At the Jan. 9 meeting the board approved an agreement with the Middle Flint Regional Development Center to prepare a draft Planning & Zoning ordinance by June 15, 1997 and authorized payment of $1,500 for the service. At the Jan. 23 meeting the board conducted a second reading and unanimously adopted an ordinance establishing a nine‑member Dooly County Planning Commission charged with developing plans, zoning ordinances, subdivision regulations and related administrative procedures.
The board appointed the initial commission members with staggered terms as required by the ordinance. The Planning Commission continued work through the spring and into 1997 and communicated regularly with the board about meetings and draft revisions.
Commission members and county staff told the board the commission would hold public hearings in cities within the county before any final adoption; commissioners emphasized meetings would be open to the public and that the planning commission’s records would be public.
The creation of the commission gives the county a structured review body to draft and recommend land‑use tools to the board for adoption.
