Dooly County moves forward on new jail: contracts, sitework and recurring pay requests approved

Dooly County commissioners authorized multiple contracts and pay applications through 1999 as construction progressed on a new county jail facility.
In early February and March the Board authorized execution of a County Right-of-Way Agreement and contracts with Peter R. Brown Construction Inc. for sitework and related supervision for the new jail. Over subsequent board meetings the county approved a sequence of contractor pay requests certified by the jail architect Clemons, Rutherford & Associates. The minutes record pay requests and approvals in May, July, August, October and December with invoice amounts submitted and approved at public meetings.
The Board also approved ancillary contract actions: a County Right-of-Way Agreement for DOT assistance on access and paving PR-8518(093) to serve the facility and an intergovernmental contract with the City of Pinehurst for water supply and wastewater treatment services to the new jail site. Payments to architects and certified pay requests from the general contractor were recorded in the minutes as motions approving invoices and authorizing disbursement from the appropriate escrow and construction funds.
The Board documented a contract guarantee that the sum of the work and contractor fee for the remaining construction would not exceed $5,462,264.00, with previously executed sitework included and all savings credited to the county. Pay requests certified by the architect and approved by the Board were processed at multiple meetings and appear in county minutes as formal motions with recorded votes.
