Dooly County Board reorganizes for 2004, names officers and county officials

At its Jan. 8 meeting the Dooly County Board of Commissioners elected officers and approved a slate of county officials for 2004, and named the county's official depositories and legal organ for the year.
The Dooly County Board of Commissioners on Jan. 8 reorganized for 2004, electing Wayne J. West as chairman and A. C. Daniels as vice-chairman and approving a package of county appointments and administrative designations.
Administrator Stephen C. Sanders told the Board the appointments were made by motion and approved unanimously. The list approved included Stephen C. Sanders as county administrator; Janet P. Joiner as county clerk/treasurer; James C. Lockerman as chief tax appraiser; Tommy Watson Jr. as road superintendent; Charles E. Ellis as extension director; and John N. Davis as county attorney.
The Board also named two official depositories for county funds — Bank of Dooly and Flag Bank, both in Vienna — and designated the News-Observer as the county's legal organ for 2004, actions that carried on unanimous votes. "Upon motion duly made and seconded, the Board voted unanimously," the minutes record.
Why it matters: These routine organizational actions establish the county's administrative leadership, who will shepherd the budget, contracts and long-term projects through the year. The Board's unanimous votes signaled a conventional start to the year without intra-board dissension.
The Board moved quickly through other housekeeping items at the meeting, including the appointment of commissioners as liaisons to county boards and adoption of the county's official holiday schedule for employees.
The Board adjourned the Jan. 8 session after completing the reorganizational items and several routine reports.
