Dooly County creates County Administrator post and appoints Clerk Stephen Sanders

On Oct. 16 and Nov. 6 the Board conducted the first and second readings of an ordinance to establish the office of County Administrator. The ordinance defines appointment, qualifications, duties (including budget preparation, contract oversight and department supervision), bond requirements and salary provisions.
At the Nov. 6 meeting the Board adopted the ordinance by unanimous vote and immediately appointed Stephen C. Sanders (previously County Clerk) as County Administrator. The minutes record the appointment vote and direct the Administrator to assume duties described in the ordinance.
The change centralized several administrative responsibilities — budget development, capital planning and coordination with department heads — into a single executive office under Board direction; the county clerk position was retained as an appointed official role to be filled by separate action later in the year.
