On Jan. 18, 2007 the Dooly County Board of Commissioners approved a one‑year contract with the City of Pinehurst under O.C.G.A. 15‑16‑13 to have the county sheriff’s department provide police protection in the city.
The contract, executed by Sheriff L. Van Peavy Jr. and Pinehurst Mayor Donald Dupree, provides for county deputies to incorporate Pinehurst into normal patrols and specifies equipment the city will transfer to the county for policing duties: a 1998 Crown Victoria, a Motorola radio, a Mobile Vision camera, a siren, a Golden Eagle radar unit and Whelen Talon blue lights. The city’s payment is listed as $1.00 per year under the contract; the agreement auto‑renews annually unless either party provides 30 days’ notice of non‑renewal.
The contract also specifies that citations issued within the city by sheriff’s deputies will be processed through county courts, with revenues remitted to the county. The sheriff and mayor presented the executed contract to the Board for final authorization, and the commissioners unanimously approved the agreement and authorized Chairman Daniels to execute the document on behalf of the county.
County Attorney John Davis and Administrator Sanders were involved in finalizing right‑of‑way and legal terms for other DOT projects discussed at the same meeting; the sheriff’s contract was recorded in the minutes and attached as Exhibit C in the official meeting record.
