Dooly County selects consultants and restarts CDBG housing-rehabilitation grant administration

Dooly County moved to operationalize its Community Development Block Grant (CDBG) housing-rehabilitation project after earlier delays.
In late 2007 the county applied for a CDBG housing-rehabilitation grant and solicited housing-consultant proposals. In early 2008 the board selected Grant Specialists of Georgia as the housing consultant for the county’s CDBG 2008 application; later, the FY2007 housing-rehab project required a consultant to administer homeowner work and technical tasks.
After Wheeler Consulting Services failed to return an executed agreement, the county voided that contract and accepted Middle Flint Regional Development Center’s recommendation to administer the FY2007 grant and associated housing-consultant tasks. The board unanimously authorized the chairman to execute the agreement with Middle Flint RDC to resume grant administration.
Why it matters: the CDBG housing-rehab project provides federal funds for home repairs that benefit low- and moderate-income residents. The board’s minutes record selection of consultants, voiding of a stalled contract and the county’s decision to rely on Middle Flint RDC to administer the program and comply with DCA timelines.
