Dooly County commissioners adopted a $13,399,677 budget for fiscal year 2008–2009 and approved a county tax levy that raised the millage to 17.89 mills to fund that budget.
The board held the state-required public-notice meetings and three public meetings on the proposed increase before adopting the levy. Administrator Stephen C. Sanders presented the budget and staff answered questions during a series of work sessions with department heads in July and August before the public hearing in September.
During the required public meetings a small number of citizens voiced opposition and suggested operating-cost reductions; commissioners considered those comments and then adopted the millage rate that produces revenue to match the adopted budget. The county also adopted, by separate action, the school board’s recommended 14.942 mills for school operations as part of the tax levy process recorded in the minutes.
Why it matters: the change increased the tax rate for property owners and funds county services and capital needs outlined in the adopted budget. The board documented the process in the public minutes, including the public hearings and the vote adopting the tax levy.
