Gladwin committee reviews committee appointments, staffing plans and Silverleaf Street repairs

Gladwin — The Committee of the Whole on March 20 discussed a range of administrative and operational issues, with a focus on committee appointments, staffing and a localized infrastructure problem on Silverleaf Street.
Interim City Manager Kim Hines outlined proposed membership for the Personnel & Finance and Ways & Means committees, saying one or two council members plus the mayor should sit on Personnel & Finance and that Ways & Means should include the interim city manager and the city treasurer to review bills for transparency. "There should be a link on the front page of the city website for new announcements," Hines said, but she added that no procedural changes can be implemented until the budget takes effect in July 2025.
Mayor Sarah Kile proposed appointing Council Member Deb Platt to the city’s airport oversight position at the next council meeting and urged recruitment for the Downtown Development Authority, which public commenter Nancy Bodnar said is struggling to get a quorum. "We need to recruit," Kile said, noting the DDA meets the third Wednesday at 5:15 p.m.
Council members suggested candidates for several advisory bodies. Council Member Carol Darlington, Council Member Deb Platt, Council Member Cristy Guiterrez and Council Member Linda Winarski were suggested for the Personnel & Finance Committee; Hines recommended Council Member Guiterrez for Ways & Means. Council Member Jaime Sischo said she is contacting three people for the Parks Committee and that meetings are held on the fourth Monday at 5:00 p.m. Hines noted the Zoning Board has a vacancy (Mike Shearer’s term is up) and the city needs one more person for the Board of Appeals.
On staffing, Hines said the city needs a deputy clerk and will consult with Angela Bigham about possible additional funding and promoting from within. On compensation, she clarified that members are paid for meetings when they are appointed.
The committee also discussed negotiations for the city manager’s contract. Mayor Kile asked staff to pursue a five-year contract and directed Hines and city hall staff to move forward with negotiations.
Public works issues included a Silverleaf Street problem: Hines described "two problems, a coupling issue and a hole in the copper," and said she will consult ROWE Engineering and Justin Thorington about the possibility of an extended warranty.
Hines encouraged council and staff to pursue training opportunities, naming MML and Core and Advanced classes. She also reported that Department of Public Works staff expressed concern that a formal dress code could feel punitive, noting the city currently has no dress code.
The meeting closed after brief council comments; Mayor Kile adjourned the session at 6:32 p.m.
