Gladwin schedules special budget meeting, discusses manager search and IT RFP

At the April 17 Committee of the Whole meeting, Interim City Manager Kim Hines covered several administrative and operational items the city plans to address before the next regular session.

Budget: Hines said the city is behind on the budget timeline and requested a special budget meeting be held before May 5 to complete outstanding work.

City manager search: Hines reported that an MML search for a city manager would cost $15,500 and asked council members how they wanted to proceed with the recruitment; no formal direction or vote on selecting a vendor or proceeding with the search is recorded in the meeting minutes.

Information technology: Hines said the Vector contract for server/software expired in January 2025 and recommended issuing a Request for Pricing (RFP) for a BS&A cloud-based software/server solution; she expressed a preference for a local provider. The IT update item was recorded as discussed under the BS&A discussion.

DPW and police bargaining: Hines reported the negotiation team will enter closed session on Monday to continue DPW negotiations and that DPW had not delivered a counter-offer; she also referenced police negotiations. The minutes do not record motions or votes on these bargaining items.

Meeting expense policy: Hines stated the meeting expense policy follows the same method other meetings use for payment; she recommended keeping the current approach.

The committee reviewed these administrative items but did not take formal action on them during the April 17 meeting.
