Gladwin names new Zoning & Blight administrator; staff reassigned to community engagement role

City Manager Kimberly Hines told the Committee of the Whole on Nov. 20 that the City of Gladwin has filled the Zoning & Blight Administrator position and expects the new administrator to start Dec. 2, 2025. Council member Carol Darlington described the applicant as experienced and personable, and Hines said the hire will help coordinate zoning and blight efforts across departments.
Hines also explained staffing moves affecting the clerk’s office. She reminded the committee that the deputy clerk position was previously approved by council as a full-time role and said that Carrie Will will shift into a position with greater public engagement. Hines described the new Business & Community Liaison assignment as including community outreach responsibilities and representation to the Downtown District Authority.
The meeting record did not show a formal vote during this session; Hines presented the staffing updates as administrative actions and scheduling details. The new Zoning & Blight Administrator’s Dec. 2 start date and the assignment of liaison duties to Will were the primary personnel outcomes reported at the meeting.
