County appoints Peggy Ustad as commissioner, shifts P&Z representation; motorized scooter ordinance presented for review

Union County commissioners approved several personnel and administrative items Oct. 1 and heard departmental updates.

A motion by Dailey, seconded by Kimmel approved the appointment of Peggy Ustad as County 5 District Commissioner beginning Oct. 1, 2024, at a rate of $1,550.00; the motion carried. Separately, the board moved Mike Dailey into the P&Z commissioner representative role (motion by Joffer, second by Kimmel) and named Peggy Ustad as the alternate representative (motion by Dailey, second by Kimmel); both motions carried.

Department reports included an EMA update from Westcott: courthouse phone service will switch to Midco on Oct. 3 and tower/FEMA disaster-site work will close in NSC. P&Z representatives Henze and Scott reported monthly construction permit activity (monthly permits $766,071; year-to-date permits $17,928,234; monthly fees $2,207.50; year fees $40,042.75). Assessor Bousquet reported work on Vanguard and tax/district code clarifications. Building Manager Sexton said tower groundwork and inspections are complete and staff are working on AC specifications.

Dakota Dunes District Manager Tramp presented a proposed ordinance to modify Chapter 5 of the county ordinances to regulate motorized scooters and other personal transport vehicles within the Dakota Dunes community improvement district; the minutes state the proposed ordinance will be reviewed by the states attorney (Miller). NSC Fire District representative Mathis also met with the board on various matters. Public Defender Johnson discussed the indigent defendant contract with the board; the minutes do not detail changes discussed.

The meeting adjourned at 11:36 a.m. and the board set its next meeting for Oct. 15, 2024.
