Kelloggsville Board reviews goals and assessment progress; superintendent scores "Highly Effective"

Jeff Owen, Director of Instruction and chair of the Board Goals Committee, presented updates on multiple district goals and assessment progress. The committee reported progress on Board Goal #3 (use data to align curriculum and incentivize student achievement) and Instruction Goals to form district-wide school improvement committees, update curriculum maps, and monitor the K–12 English Learner program with newly purchased curricular materials.
Owen described progress on NWEA benchmark assessments from Fall 2023 to Spring 2024, saying the district has seen growth where supports were added but that some groups — notably students in special education and secondary math — need different instructional modules and additional review. "When the right incentives are used, it gives students even more encouragement to give their best," Owen said, thanking staff for their work. He noted that WIDA and College Board data will be released over the summer and a summary of scores will inform programming for 2024-25.
The committee reported implementation steps to update curriculum maps via the Synergy learning management system and said paid summer opportunities will be offered to staff to complete pacing guides, with a goal to finish by the end of the 2024-25 school year. The EL teachers provided positive feedback on new curricular materials, though some supplemental materials will be needed; final WIDA results will be used to evaluate effectiveness.
Separately, the Board completed its annual superintendent evaluation as required by the Revised School Code and using the MASB instrument. The evaluation produced a summative rating of "Highly Effective" for Superintendent Jim Alston for 2023-24. The Board will place the evaluation on the 06/24/24 agenda as an action item for formal record.
Why it matters: the district’s curricular, assessment and EL-program decisions shape classroom instruction and resource allocation for the coming year. The superintendent evaluation is a formal personnel determination required by state statute.
