Union County commissioners approve contracts, bids and budget items; discuss burn-ban advisory

The Union County Board of Commissioners approved a series of contracts, bids and budget items at its Oct. 15 meeting in Elk Point, and discussed fire-danger conditions and public guidance on open burning.
Among the approvals, the board passed multiple FRO consultant work orders (BRO 8064 series) to begin preliminary engineering for local government highway projects. The board also voted to move forward with the Vanguard commercial reappraisal contract, accepting rates of $30 per parcel for vacant land and $480 per parcel for commercial improvements.
The board accepted the sole jail-meal bid from Eric Holmquist/Ollies 2.0 for a one-year contract beginning Nov. 1, 2024, priced at $5.50 for breakfast, $9.00 for lunch and $7.50 for dinner — $22.00 per inmate per day. The board approved the purchase of a 2024 Chevy Silverado 1500 from Karl’s Auto Group for $49,416 to replace a totaled 2019 Dodge Ram. The board also accepted a contract for representation of indigents for 2025 at $6,714.43 per month (x4) to add an additional attorney, per spokesperson Katie Johnson.
The meeting included presentations from department heads: Extension reported a 4-H recognition event Nov. 3 and noted an employee resignation effective Nov. 30; the mitigation manager from SD Emergency Management discussed FEMA mitigation grant opportunities. The Auditor presented county treasury balances as of Sept. 30, 2024, showing total county funds of $15,741,333.13 (deposits, cash, investments and checks/drafts). The board discussed current critical fire danger and asked residents to be mindful of intentional open burning; further guidance is posted on the county website.
Procedural motions to approve the Oct. 1 minutes and to approve the listed claims were carried earlier in the meeting. The board adjourned at 12:51 p.m.; the next regular meeting was scheduled for Oct. 29, 2024.
