Vice Chairman Kevin Joffer and Commissioner Peggy Ustad supported the motion; Commissioner Tom Kimmel voted no. The motion carried 2–1.
Headid met with the board during the meeting and was given time in open session to make statements and answer commissioners’ questions, according to the minutes. The record shows the board considered both Headid’s statements and the paperwork he submitted before voting to declare the vacancy.
