Commissioners review Dakota Dunes golf-cart ordinance and 2024 International Fire Code; animal-shelter contract pulled for clarification

Tramp said he is working with States Attorney Miller on the legal aspects for both ordinances; the minutes indicate legal review is ongoing.
Separately, a motion to approve a Sioux City humane-society contract was placed on the agenda but, during discussion, it was discovered the contract packet presented was for the Sioux Falls Area Humane Society. Commissioner Kimmel withdrew the initial motion and, with a second from Commissioner Ustad, requested clarification; the board carried the procedural motion to clarify the contract and deferred further discussion.
The minutes show the commissioners addressed these items as part of regular business, and no final ordinance adoptions or contract approvals are recorded in the Nov. 12 minutes. Legal review and additional clarification of the humane-society contract are listed as follow-up items.
Next steps: county staff will continue legal review with the States Attorney and return with clarified contract documentation and ordinance language for future consideration.
