Union County commissioners authorize multiple contracts, payrolls and $55,000 transfer to 911

The Union County Board of Commissioners on Nov. 26 approved several routine but consequential administrative actions, authorizing contracts, payrolls and a $55,000 budget transfer to support the 911 fund.
By unanimous motions the board authorized Chairman Kevin Joffer to sign a 2025 addendum to the South Dakota State University (SDSU) Memorandum of Understanding and approved a 2025 animal control service and impoundment facility operations agreement with the Sioux Falls Area Humane Society.
Treasurer Hertel presented two delinquent-tax contracts; the board authorized Chairman Joffer to sign contracts for Moran ($7,064.69) and Burian ($5,209.47). The board also approved audited claims and multiple payrolls and department expenditures as listed in the minutes.
The board approved a budget transfer of $55,000 from the General Fund to the county 911 budget. Commissioners moved and seconded the transfer; the motion carried.
Other administrative items carried by motion included authorization for Chairman Joffer to sign an intergovernmental agreement for adult detention services involving Lincoln, Moody, Turner, Lake and Clay counties, and routine approvals such as a retail liquor license for Israel Padilla doing business as Trattoria, LLC.
The actions recorded in the minutes were moved and seconded during the Nov. 26 session and marked as carried; the minutes do not list individual roll-call vote tallies for these motions.
