Lake County approves budget resolutions, audit contract and public‑health IGA amendment; chair recuses on family interest

Lake County commissioners approved several administrative and fiscal measures during their May 21 regular session, voting unanimously on a package of budget resolutions and contracts and approving an amendment to the county’s public‑health intergovernmental agreement.
Treasurer Melanie Lasley presented Budget Resolutions 2024‑10, 2024‑11 (Fund 204), 2024‑12 and 2024‑13 at a prior work session; motions to adopt each resolution were moved and seconded during the regular session and passed by roll call (each recorded as 3 Ayes). The board also approved an engagement letter and a services contract with Umpqua Valley Financial to provide audit services to Lake County; those approvals likewise passed unanimously.
Commissioners approved Amendment #16 to the Oregon Health Authority 2023–2025 Intergovernmental Agreement for financing public‑health services after it was presented at the work session. The motion to adopt the amendment passed 3‑0.
Separately, Chair Mark Albertson recused himself from a matter asking the county to release its interest in mineral rights for property where the petitioner was identified as his brother, John Albertson. Vice‑Chair Barry Shullanberger moved to approve the agreement prepared by counsel; Commissioner James Williams seconded. The motion carried with two Ayes and one abstention (the chair’s recusal). Commissioner Williams said he was initially uneasy about the subordination agreement because he did not fully understand it, and county counsel and the petitioner’s attorney provided documentation and explanation.
The board also approved Amendment #16 to the OHA intergovernmental agreement and took no additional action on the ministerial items beyond vote adoption. No additional public comment was recorded on these approvals.
Next steps: county staff will complete contract administration with Umpqua Valley Financial and implement the OHA amendment terms.
