Lake County updates: Christmas Valley water project advances, library grant confirmed, transfer sites to close April 1

County officials used the March 19 meeting to update the Board on three local infrastructure items affecting Christmas Valley and surrounding communities.
Commissioner James Williams said the County is moving forward with Community Development Block Grant (CDBG) funds for the Christmas Valley Water Phase III project. The Christmas Valley Water District had reviewed the plan and staff were preparing a Request for Proposals to select contractors. County Surveyor Darryl Anderson and Christmas Valley Domestic Water Supply District Manager Erica Anderson were identifying priority sections of the system; Anderson estimated about three miles of pipe will be replaced. Resident Jim Strong pointed out problem areas during the discussion.
County Surveyor Darryl Anderson also presented preliminary site placement options for a new Christmas Valley library. Commissioner Williams said the CDBG grant for the library totals $1,500,000; the Library Board will schedule public meetings to gather community comment. Anderson identified the anticipated site as 87127 Christmas Valley Highway (the County’s Christmas Valley Office Annex property) and said the library project must be completed within two years from the commencement of construction.
Facilities and Properties Manager David Berman reminded the Board that the Silver Lake and Fort Rock transfer sites would close April 1, 2025. He said the Christmas Valley transfer site’s new hours would be Wednesday through Saturday, 8:30 a.m. to 4:00 p.m. Road Superintendent Kevin Hock added that planned work on Millican Road would begin as weather allows and reminded project planners to note any right‑of‑way crossings in bid documents.
Next steps recorded in the minutes include starting the RFP process for the water project, scheduling public meetings on the library design and signing an engineering service agreement; the minutes note the Commissioners still needed to sign the service agreement for the water project.
