Consultant group asks Lake County department heads to meet for comprehensive strategic plan

Representatives of Community Solutions Innovators told the Lake County Board of Commissioners on March 18 that they are developing a Lake County Comprehensive Strategic Plan and have applied for grant funding to support the work, including a $35,000 award they said would help hire an economist.
Mark Smith and Chantal Dugied said they were not asking the county for funds but requested that Commissioners encourage department heads to meet with CSI staff so the consultants can interview staff with operational knowledge. "The County department leaders had the working knowledge of County processes, and could provide valuable insight into the needs of Lake County," Smith said.
Why it matters: A comprehensive strategic plan could shape long-term priorities and help departments identify funding paths for local projects. Commissioners emphasized they could encourage department cooperation but could not compel participation.
Commissioner Barry Shullanberger and Chair Mark Albertson asked clarifying questions about grant amounts and program focus areas, including electricity needs for the county; Dugied said CSI has a space in its framework to address power issues and would seek funding pathways to help departments reach goals.
The board did not adopt any formal directive but agreed to suggest department leaders meet with CSI; follow-up will depend on department schedules and the grant timeline.
