Rawlins County commissioners approve 2025 budget, select Freedom Claims for county insurance and authorize CVR grant payment

At its Aug. 30 meeting the Rawlins County Board of Commissioners approved the 2025 budget (including a sheriff-requested reallocation), selected Freedom Claims as the county health insurance provider for 2025, set mileage at $0.67, and approved a $26,541 CVR grant reimbursement for 7K Ranch and administrative costs.
The Rawlins County Board of Commissioners approved several administrative and fiscal actions in its regular meeting Aug. 30, including adoption of the county—udget for 2025 and selection of the county—mployee health insurance provider.
Commissioner Alan A. Solko opened the meeting at 9:05 a.m. and, after routine approvals of the agenda, minutes and vouchers, the board approved Sales Tax Resolution 2024-10. Commissioners then discussed competing health insurance quotes; Commissioner Jinid Lincoln Pochop had earlier expressed a preference for Freedom Claims, and both Commissioner Solko and Commissioner Mark Mosley told the board they supported Freedom Claims. Solko moved to accept Freedom Claims as the county—arrier for 2025 and Mosley seconded; the motion carried.
Megan Rippe, speaking for the county—MS, reported that ambulances were "in service and running" but that the EMS team remains short-staffed. The board approved a CVR grant reimbursement payment of $26,541.00 for 7K Ranch and administrative costs; Commissioner Solko moved to approve the payment and Commissioner Mosley seconded. The board noted that reimbursements must be issued within three business days after the county receives state funds.
On the budget, Solko opened the 2025 budget and RNR hearing at 10:00 a.m. No members of the public spoke. The sheriff (Catlyn Wahrman) had emailed a request to reallocate funds within her 2025 budget without increasing the overall total; Solko moved to implement that change and Mosley seconded. Mosley then moved to approve the 2025 budget as written with the sheriff djustment; Solko seconded and the motion carried. The budget hearing closed at 10:03 a.m.
Other approved actions included setting the county mileage reimbursement rate at $0.67 per mile and hiring realtor Diana Skiles to list an unused health building (see separate item for listing details). The meeting adjourned at 10:09 a.m.
