Lake County ratifies transfer of community mental health services to Outback Strong, elects board leaders

The Lake County Board of Commissioners on Jan. 7 ratified agreements transferring Community Mental Health Services from the Lake Health District to Outback Strong, Inc., and elected new board leadership.
Commissioner James Williams moved to nominate Mark Albertson as chair; Commissioner Barry Shullanberger seconded the motion and it carried 3–0. Williams then moved to nominate Barry Shullanberger as vice-chair; Commissioner Mark Albertson seconded, and the motion carried 3–0. After the leadership votes, "Chair Albertson assumed control of the meeting," according to the minutes.
Heidi Martinez, CEO of Outback Strong, said the organization "received certification on January 3rd" for three years, had reestablished a board of directors and was forming a new advisory board. Martinez said staff experienced payroll distribution problems on the final day of separation from the Health District but that "once an employee involved the Union, it was cleared up and all employees received the appropriate pay." She said Outback Strong is transitioning to new billing and tracking software and will seek grants the Health District could not pursue because of its special-district status.
Commissioner James Williams moved (seconded by Vice-Chair Barry Shullanberger) to ratify the termination agreement with Lake Health District, the transfer agreement to Outback Strong and the related Waiver Certificate, Exhibit A; each motion carried on a 3–0 vote.
The work session minutes also record a separate motion by Vice-Chair Barry Shullanberger (seconded by Commissioner James Williams) to ratify a 911 Dispatch Agreement among the Town of Lakeview, Klamath 911 Emergency Communications District and Lake County; that motion also passed 3–0.
The board’s actions at the work session were largely ratifications and scheduling; the minutes show formal action on these items was presented and approved in the work session record.
