Rawlins County names Dr. Gabriella Newell health officer, approves one-year school nurse contract

The Rawlins County Board of Commissioners voted Sept. 30 to appoint Dr. Gabriella Newell as Rawlins County Health Officer and Public Health Medical Director and approved a one-year school nurse contract with Unified School District 105.
Commissioner Alan A. Solko moved to sign the agreement appointing Dr. Gabriella Newell and Commissioner Mark Mosley seconded; the motion carried. Earlier in the meeting Jennifer Hurst and Mary Clark of the Rawlins County Health Department told the board they had revised the school nurse contract and given it to “Eric” for review; Commissioner Mark Mosley moved to approve and sign the one-year contract with USD 105, Commissioner Solko seconded, and the motion carried.
The actions come after Dr. Brown notified the county that she would resign as medical director effective Oct. 1 but agreed to remain about one month to help with the transition. The county contacted Dr. Kuhlman (identified in the record as Thomas County Health Department’s medical director), who referred Dr. Gabriella Newell; Dr. Newell agreed to the appointment.
Health staff also told the board they finalized prior-year grant paperwork and were approved for a $12,000 state grant. Ryan Murray recommended that staff attend a preparedness summit; Health Department leaders said they plan to coordinate with RCHC and EMS to avoid wasting supplies and intend to limit the number of COVID vaccines kept on hand because of cost. Staff additionally recommended that symptomatic residents stay home while illnesses are circulating.
The board went into a 15-minute executive session on non-elected personnel during the meeting and returned with no action taken. The signed agreement designating Dr. Newell, the school nurse contract with USD 105, and the finalized grant paperwork were recorded as approved at the meeting.
