Rawlins County approves culvert purchase and contracts for Klein Bridge repair

The Rawlins County Board of Commissioners on Sept. 16 approved a series of road and bridge measures after learning both bridges the county submitted to the off-system bridge program were denied. Road and Bridge lead Mark Loop told commissioners the denials left the county to pursue local repairs and replacements.
Commissioner Alan A. Solko moved to allow Loop to purchase a 50-foot, 10-gauge culvert for a bridge replacement; Commissioner Lincoln Pochop seconded and the motion carried. Loop said the culvert was selected after weighing the pros and cons of culverts versus box culverts.
Separately, commissioners approved signing a contract with L&M to complete the Klein Bridge project. Commissioners were told RMA withdrew from the project and the state recommended L&M, which the board was informed would raise the county’s share to about $32,000. Commissioner Pochop made the motion to sign the L&M contract; Commissioner Mark Mosley seconded and the motion carried.
Loop also updated the board on routine maintenance, including mowing and blading, and requested authority to buy sand for road work. Commissioner Solko moved to permit purchases of sand from APAC at $10 per yard as needed; Commissioner Mosley seconded and the motion carried.
Loop said he is monitoring availability of asphalt millings, noted APAC was not selling millings at the time of the meeting, and reported ongoing coordination with KDOT engineer Eric Oelschlager about a potential letter to permit filling short railroad track segments to support a sign project. Commissioners also discussed county-line road maintenance and the possibility of reverting one full-time road employee to part-time status.
The actions clear immediate procurement barriers for spring and fall road work and set the Klein Bridge contract into motion; commissioners did not provide a detailed funding breakdown beyond the stated approximate county cost increase for the L&M contract.
