PLYMOUTH, N.C. — The Washington County Board of Commissioners met May 15 and unanimously approved budget transfers and amendments included in the commissioners’ agenda packet, then heard County Manager and County Attorney Curtis Potter read the county’s FY24 recommended budget message.
The board voted to approve the budget transfers and amendments after Finance materials in the agenda package were presented. Commissioner Carol V. Phelps made the motion to approve the transfers and amendments; Commissioner Tracey A. Johnson seconded. The motion carried unanimously.
After the vote, Mr. Potter read the FY24 recommended budget message to the board. Commissioner Ann C. Keyes thanked Potter and staff for their work preparing the budget materials.
During the discussion period, Commissioner Tracey A. Johnson asked about pay for board members, stating, “This Board has not received a COLA since 2009.” She asked, “Does the Board qualify for a COLA?” Mr. Potter replied that staff would gather information from comparable counties on commissioner pay and bring that information back to the board; no change to commissioner pay was adopted at the meeting.
The meeting record shows finance officer Missy Dixon as both listed as unable to attend in the attendance note and, later in the transcript, credited with reviewing the budget transfers; the transcript is inconsistent on her attendance. The board took no additional formal action on commissioner compensation at the session and adjourned after routine business.
Next steps: staff to return with comparative pay information for the board’s consideration; no vote on a COLA occurred May 15.
