Nelson County supervisors approve Wintergreen Master Plan amendment to conserve 355.451 acres

Director of Planning and Zoning Dylan M. Bishop reported the request came from Taylor Cole of Conservation Partners on behalf of Wintergreen Partners, Inc. Bishop said Wintergreen Property Owners Association Executive Director Jay Roberts indicated WPOA supported the conservation easement but requested that roughly 40 acres be held back for potential development. The Board opened the required public hearing; there were no public speakers.
Supervisor Ernie Q. Reed moved to adopt Resolution R2024-84 approving the Wintergreen Master Plan amendment; Supervisor Jesse N. Rutherford seconded. The motion passed by roll call vote, 3–0 (Supervisors J. David Parr, Ernie Q. Reed and Jesse N. Rutherford voting yes; two supervisors absent). The resolution cites §15.2-2204 of the Code of Virginia and finds the amendment consistent with the County’s Comprehensive Plan adopted April 9, 2024.
The Board also handled other business earlier in the meeting: Director-level staff presented a proposed amendment to the consultant work order to prioritize short‑term rental zoning text. Supervisors approved adding $790.40 to the original $1,773.20, bringing the work‑order amendment total to $2,563.60; the motion passed 3–0 by roll call.
What happens next: The resolution was adopted as written at the meeting. Staff indicated they have an AEP contact for a separate supervisory inquiry about courthouse lighting, and the Board adjourned at 5:36 p.m.
