Board authorizes public hearing on FY26–FY31 secondary six-year road plan; reprioritizes local unpaved roads

The Nelson County Board of Supervisors on March 11 reviewed VDOT’s proposed FY26–FY31 Secondary Six-Year construction plan and agreed on several priority adjustments for unpaved and rural-rustic roads.
VDOT representative Robert Brown told the Board the projected FY26 allocation for unpaved/rural construction is $454,996 and reviewed projects already programmed for FY26, including Route 623 (Davis Creek), Route 646 (Hunting Lodge Road), and Route 674 (Jennys Creek Road). Brown said Wheelers Cove Road funding would begin in FY26 and recommended deprioritizing Gullysville Lane because work completed in recent years already addressed the most inhabited sections.
Supervisors proposed elevating Buffalo Station Road, Walk Around Lane and Eagle Mountain Drive, and inserting Lonesome Pine and Findlay Gap into the planning horizon; the Board asked staff to review traffic counts and eligibility thresholds (VDOT requires ~50 vehicles per day to qualify for unpaved-road funding) and to consider coordination with adjacent Albemarle County where appropriate.
Supervisor J. David Parr moved and Supervisor Jesse N. Rutherford seconded adoption of Resolution R2025-15, authorizing a public hearing on the FY26–FY31 Secondary Six-Year Road Plan and construction priority list; the motion passed unanimously (4–0). The public hearing was set for April 8, 2025, at 7:00 p.m. in the General District Courtroom in Lovingston.
Staff and VDOT reminded the Board about upcoming deadlines for revenue-sharing (May 31) and planning for Smart Scale submissions; VDOT and local staff will continue to evaluate which unpaved-road projects meet funding eligibility and whether adjustments can be made for FY26 programming.
