Designs near complete for Nelson County Social Services building; bids expected after regulatory reviews

PMA Architecture reported to the Nelson County Board of Supervisors on April 8 that the Social Services (DSS) building drawings and site design are essentially complete and that the team is finishing specifications and addressing regulatory comments before seeking authorization to advertise for bids.
Jeff Stodghill of PMA said the firm had received comments from the Department of Environmental Quality and was awaiting VDOT input on the site; VDOT has asked for a sidewalk along Main Street and that element has been integrated into the design. Stodghill said an independent cost estimate performed in November kept the project within the previously presented budget, and reported the design team had added contingencies for escalation, window treatments, and construction-phase testing.
County staff outlined a schedule tied to the Virginia Resources Authority financing timeline: the VRA application is due May 1, Davenport will present a plan of finance on May 13, and the Board could be asked to authorize bidding on May 13; bid review is planned through June 30 and the construction contract could be considered July 8 with a VRA bond sale in late July and tentative closing in early August.
Why it matters: finishing the regulatory reviews and authorizing bids will move the county from design to the construction procurement phase for a facility intended to consolidate social services operations. Supervisor questions focused on contractor qualification requirements and local contractor participation.
