Nelson County authorizes up to $5.68 million contract for new Social Services building; furniture purchase also approved

Nelson County supervisors on Aug. 12 authorized the county administrator to award a construction contract to Coleman-Adams Construction, Inc. for the new Department of Social Services (DSS) building for an amount not to exceed $5,684,799 and approved a separate furniture contract totaling $305,191.84.
County Administrator Candice W. McGarry told the Board the resolution authorizes execution of the agreement as approved by the County Attorney and allows issuance of a Notice to Proceed after Coleman-Adams provides required documentation, including certificates of insurance and pay/performance bonds. The Board adopted Resolution R2025-61 by roll call vote (4–0).
The Board also approved Resolution R2025-62, authorizing procurement and installation of furniture through Image Business Interiors under OMNIA Partners cooperative contracts, staying within the approved furniture budget of $330,000.
Supervisor J. David Parr moved to approve the construction authorization; Jesse N. Rutherford seconded the motion. The Board and staff noted that VRA financing for the DSS project had closed Aug. 5, 2025 and that the first year of payments is interest-only under the financing terms reported to the Board.
Staff will file executed contracts and required bonds before issuing a Notice to Proceed and will provide the Board with updates on contract execution and schedule.
