Erie County commissioners approve budget modifications, contracts and a $592,264 dozer purchase

Erie County Commissioners approved a package of budget modifications, vendor payments and contracts during their Jan. 30 meeting, including an Equipment Outlay for a CAT D6 Dozer LGP WST for the Department of Operations and Environmental Services (DOES) priced at $592,264.40.
On a slate of motions moved by Mr. Shoffner and seconded by Mr. Old, the board authorized supplemental appropriations and budget changes across multiple funds and agencies, approved payments to a list of vendors, and accepted a contract with Plante & Moran, LLP to prepare Medicaid and Medicare cost and management reports for The Meadows at Osborn Park for the year ending Dec. 31, 2024 (Resolution #25-33). The record lists vendor increases including Smartbill ($97,520), Majestic Transportation ($220,000) and Lucas County Coroner ($115,000). All motions passed by roll call as All Aye.
The board also accepted a Subdivider Agreement with Love's Travel Stops & Country Stores, Inc. (Res. #25-34) after the new County Engineer signed off; county staff indicated a prior County Engineer had earlier prevented that project from moving forward. The commissioners approved Then and Now Certification payments under O.R.C. 5705.41(d)(1) and adopted numerous revised Auditor's Certificates covering maintenance, leases and service contracts.
County Administrator Hank Solowiej reported that January casino tax receipts were $264,498, an increase from $259,119 a year earlier; the county budgeted about $1 million in casino tax revenue for 2025.
The board also approved employee one-time bonuses for ECDJFS (Best Practice Incentives $1,621 and Medicaid Timeliness $1,047.56), multiple travel requests, and a set of personnel actions across facilities, DOES, ECDJFS and The Meadows at Osborn Park. The board approved a short extension to the Lucas County Coroner autopsy agreement, effective Jan. 1 through Feb. 28, 2025.
The actions were recorded as individual resolutions (see meeting record for resolution numbers); the clerk will prepare any required follow-up paperwork and the county will proceed with contract administration and equipment procurement.
