At the Feb. 5 Erie County Commissioners meeting, Laura LaGodney, representing Bio‑Gas Technologies, urged the Board to reconsider amending and extending the county's contract with Renewable Energy Services of Ohio (RESO).
LaGodney told commissioners that RESO's 2022 analysis identified opportunities to improve efficiency and revenue at the landfill and said RESO is, "legally permitted to turn the property into a renewable gas plant," per the deed to the property. She outlined a proposal that would provide $120,000 up front to upgrade the landfill gas collection system, contribute $3,000 per month toward hiring a dedicated employee to increase gas flow, and change gas payments from a fixed per‑unit price to a percentage of gross revenue.
County staff signaled they were not open to reopening the contract. Mr. Shenigo stated that the County Administrator and the Utilities Director have reviewed the contract and are not interested in re‑evaluating it; he added that approving an amended agreement could bind the current and future Boards.
Why it matters: landfill gas contracts affect county revenue, site operations and long‑term property use. LaGodney framed the proposed changes as a revenue and efficiency opportunity for the county; county officials responded that the administration prefers to honor current obligations and not reopen the agreement.
No formal motion to alter the contract was made at the meeting. The Board did move and approve an appointment to the Erie County Port Authority and several routine resolutions, but it did not act on the landfill gas contract proposal.
